[Under the direction of Michael Vu (who formerly presided over the corrupt Cuyahoga County recount in the 2004 Ohio election), San Diego manipulated their audit of the electronic vote counts, following irregular procedures for early VBM ballots and completely excluding late VBM and provisional ballots. This would have allowed rigging of VBM and provisional counts to go undetected.]
