      Secretary Martz served on boards of the Philadelphia Industrial Development Corporation, the Police Athletic League of Philadelphia, the Fund for Philadelphia, and the Hero Scholarship Fund among other important boards in southeast Pennsylvania.

He also managed the design and roll out of the Police Department’s first mobile data communication system which enables patrol officers to electronically review drivers license and vehicle ownership information as well as criminal history records.

      Mr. Martz’s career with the City of Philadelphia culminated in 2000 with his appointment as Managing Director. As the City’s Chief Operating Officer, he was responsible for managing thirteen operating departments and a 20,000 person municipal workforce with an annual operating budget of $2.75 billion.

      A lifelong resident of Philadelphia, Mr. Martz serves on the boards of the Delaware River Port Authority (DRPA) and the Mother of Mercy House. He has previously served on several other boards including the Community College of Philadelphia, the Police Athletic League, the Southeast Pennsylvania Chapter of the American Red Cross and the Hero Scholarship Fund. He is a graduate of the Pennsylvania State University and has received a Master’s Degree in Business Administration from St. Joseph’s University."
