- From Bev Harris: "The same ol' same ol' was going on with Triad for more than a decade workers from Triad coming in to "adjust" the system right before an election, without notifying elections officials or certifying. Will be posting a few more names, dates, sources shortly. Kathleen and I are tracking down a source, not an earthshaking one, but someone who has a limited amount of inside knowledge. Hope to have info on this by tonight."

- Tampa Bay Times, "Words war expands to computer charge", 1992/08/30 (text copy from the Citrus Times which credited the St. Petersburg Times): "INVERNESS - The war of words between Lisa Beville and the woman she hopes to unseat, Supervisor of Elections Wilma Anderson, has expanded to include the state Division of Elections and Triad GSI, the company that supplies the county's ballot-counting machinery. In a series of letters to Anderson, Beville, who is challenging her former boss in Tuesday's Democratic primary, recently questioned the validity of the computer software, the security of the ballots and events surrounding the 1988 primary. According to Beville, Triad workers adjusted the software to clear up a ballot-counting problem shortly before the election and the machinery should have been recertified following the work. She said Friday that when she mentioned this to Anderson, she was told "to mind my own business, that I don't need to recite election law to the supervisor." "I don't remember saying that," Anderson said Friday. "If I had, she probably would have told me to f--- off, as she did on other occasions. I'm not saying it didn't happen, I just don't remember it happening." Anderson said that in 1988, the Triad workers were fixing problems with the machines caused by a lightning strike. Triad president Tod Rapp concurred in a letter to Anderson. Beville disputes that the weather had anything to do with the repair work. But even it if did, "My question is, why was it a secret? The party chairmen were not called in. The canvassing board was not notified. The Division of Elections was not notified. "Why was I forbidden to mention it? If the party chairmen and division had been notified, it may not have been a big deal. But it should have been made public. Everyone has a right to know." Beville said state law allows minor changes, such as correcting misspelled names on the ballot, to occur without the supervisor having to get the system recertified. But if the computer program is altered, which she claims is what occurred in 1988, the tabulation system must be recertified" - note that this occurred in Citrus County FL, home to the Jessica Lunsford murder and the death of Kenny Ritchie involving John Silvestro's son
- Tallahassee Democrat, "Ballot debris enters realm of scrutiny, debate", 2000/11/21 (pages 1, 2): "But stray chads are far less than circumstantial evidence of vote-stealing, and they don't indicate ballots have been mishandled, according to some who work with voting equipment and punch-card ballots everyday. "I don't think it proves anything when you see chads on the floor," said Brett Rapp, president of Triad Governmental Systems, an Ohio company that manufactures voting machine software for 68 counties across the country, a number of which use punch-card ballots."
- Dayton Daily News, "Florida's chad chatter connects in Xenia", 2000/12/07: "[Dwayne] Rapp is vice president of Triad Governmental Systems Inc., which sells computer hardware and software to election boards to count punch-card ballots like those used in Broward, Palm Beach and Dade counties. "Those aren't our counties, thank God," he said. Eight other Florida counties do use Triad equipment, along with 48 of Ohio's 88 counties including Montgomery, Greene and Warren counties and 15 counties in Tennessee and three in South Carolina, Rapp said. Company officials have chosen to remain nonpartisan in the debate because they work so closely with election boards comprised of both Democrats and Republicans, Rapp said. Officials sent both presidential candidates' camps the same information on the equipment, how ballots are counted and their stance on issues like whether dimpled chads should be counted. Rapp believes they shouldn't be counted because it is impossible to determine why the voter made the indentation."

- St. Petersburg Times, "A fad called chad", 2001/01/11: "Psephos Corp. of Xenia, Ohio, has attracted more interest with its Butterfly Ballot Voting Machine. After hearing about the arrest of two Lake Worth men who tried to sell a stolen Palm Beach County voting machine on eBay, company employees wondered if there might be a market for legitimate merchandise. So Psephos, which sells election supplies, pulled some Votomatics out of storage and had another company print up a replica of Palm Beach's butterfly ballot. The package, which includes 10 punch-card ballots "so you can explore the system yourself," sells for $99.95 on the company's Web site. "We have a bunch of used vote recorders in stock, and this looked like a way to get some of them sold," said president Tod Rapp, who unloaded three on eBay and an unknown number direct from the company. "We've had these sitting in the warehouse for quite a while now. Somebody said, 'Why don't we sell them?'""

- Bob Fitrakis, "Will "push and pray" voting prevail in 2012? The private companies behind the curtain: The great and powerful advocates of faith-based electronic voting", 2012/04/11: "The maintenance on the electronic voting machine maintenance in Ohio was done by primarily by a third secretive right-wing company, Triad. The Rapp family owns Triad Governmental Systems, also known as Triad GSI and the following companies: Rapp Systems, Corp.; Psephos Corp.; and Odyssey Online. [...] The Rapp family, led by patriarch Tod A. Rapp of Xenia, Ohio, emerged in the public eye in 2000 after it was revealed that Psephos Corp. designed the infamous butterfly ballot in Florida. Tod Rapp started his first company, Rap Systems Corp. in 1979. In 1983, Tod Rapp and David E. Snoddy incorporated Triad Governmental Systems, Inc. Its stated purpose was "...to develop, promote, sell, distribute, market and service computer systems, software, and hardware and to consult with federal, state and local government authorities and private industry." [...] In the last statewide election, public records indicate that Triad now services the computers in 57 of the 88 counties. Following their notoriety in the 2004 elections, Triad Governmental Systems started marketing itself as Triad GSI. The Rapp family is well-known in the Greene County Right to Life movement."
- Daniel Hopsicker, "Rogue State: The Cover Op That Ate The World", 2005/01/04 - alleges a connection to Adnan Khashoggi: "Was Adnan Khashoggi a principal in a company which has been counting the votes of American servicemen overseas? Answer: highly likely. Both Election.com, and Triad, the election company cited for causing most of the problems in Ohio, should receive close scrutiny for evidence of Khashoggi involvement. While there has been no suggestion of it anywhere in the media, the name “Triad” was used extensively by Khashoggi at exactly the same time (the early 80’s) and in exactly the same place (Palm Beach, Florida) as the “Triad Governmental Systems” involved in Ohio’s current election “difficulties.” Khashoggi owned a number of companies named “Triad.” Khashoggi owned “Triad International Marketing.” “Northrop, the Los Angeles-based aircraft and electronics manufacturer, owes Triad International Marketing, S.A., a Liechtenstein corporation controlled by Khashoggi, $31 million in commissions on sales to the Saudi air force,” reported the L.A. Times on August 29, 1987. Khashoggi owned “Triad America.” “Creditors claim they are owed more than $100 million by Triad America and its subsidiaries… in Salt Lake City. Leonard Gumport, the court-appointed examiner, also is recommending that Triad America seek repayment of the $189.2 million loaned to companies controlled by the Khashoggis,” reported the Salt Lake Tribune. From the company’s literature: “TRIAD Governmental Systems, Inc., is a nationally recognized corporation that is committed to providing quality, computer based systems for governmental voting units. Incorporated in 1982, TRIAD GSI was founded to provided quality support and services for Rapp Systems’ Election products, with election experience that spans a quarter of a century.” In 1982, Khashoggi owned Triad Farms in Kentucky. In “The Blue Grass Conspiracy” by Sally Denton, she revealed that the large drug smuggling operation called “The Company,” headquarters were near Lexington, Kentucky, at Triad Farms, owned by Khashoggi. That’s just about the same time (1983) that TRIAD Governmental Systems was founded…"; interesting that a flight attendant on his private planes was Theresa LePore, who introduced the butterfly ballot of which the Rapps sell replicas
